There are some things to solve yet, couple of buttons that refuse to obey and some color combinations to begin with.

You can still create skins the way you've always been able to by putting them in the My Documents area. Most of the graphics locations are still the same as FM 2007 so experienced skinners should be able to get stuff up an running.
As said before, we'll be releasing a tool to access the FMF files but it's not quite ready yet.
