Well not quite a striker but you should be about to get Van der Vaart within your budget. I got him for 10M and he is immense. I know he's an AMC not a striker but he had 16 from 32 in his first season with me, and this one he's 42 from 50 as well as 29 assists. Now half-way through his second season and he is now worth 24M. The man is a legend and doesn't mind playing as a Striker, AMC or MC. He was at HSV at the start of the game.

If not Robbie Keane (Spurs) isn't too shabby, 31 from 50 and should be available for well under your limit or Iaquinta from Lazio. He is usually quite easy to get for around 8M as he gets upset if Lazio don't play him but he's gone 22 from 28 for me, and he's pretty good at tutoring younglings!
