Anyway to answer your question, yes they can be saved anywhere. Actions reside within Action sets, and these action sets are saved in action set files with the suffix of .atn.
When loading an action set, from the action palette's drop down menu, you can navigate to the location of the .atn file that contains the actions you desire.
