Of course, but that knowledge degrades over time too, so you'll have to do alot of continual scouting and/or have good timing to even have a chance of it happening, heh.

Knowledge gained from staff/feeders (not from scouts) can usually be viewed as "static" or non-changing, at least.

That's just my view, of course.

To further elaborate...

Say you want a regen (not even a Wonderkid...) from, say, East Timor.

You'll need full knowledge of East Timor to maybe get one. If you scout Southeast Asia, you'll get some. Do it again and you'll get more. But if you stop, this knowledge is lost over time, and so when the "regen" time comes around...

Instead of scouting a region with no talent whatsoever (and I am being brutally frank. The best talent in Southeast Asia is probably Shaun Maloney, or Chili Crab, it's close.), you're usually better off gaining the knowledge from feeders or better yet, having the nation as your own nationality.
