I have downloaded the XML file but i have no idea where to put it. Can someone please help me asap. Thanks in advance

If you have not already found out I think it's the following

"CProgram Files\Sports Interactive\Football Manager 2008\Data\"

You might want to backup the original panels.fmf just incase something goes wrong.

A search on the words Hugh Database may help also.
