Once downloaded and installed... will it immediately implement itself into a saved game yes? i do not ahve to restart a game for it to take effect?

Yes any bugs ect will be fixed for your saved game but it wont update the latest data for players etc till you start again.

Be strong...

You don't need to start a new game to get the effect, though some of the fixes won't slot into place immediately. Some may take a few game months.
