Default A Midtable team offering good enough transfer fund?

okey guys, i will tell you my purpose. i want to buy as many high potential guys (like Saivet, Lulinha, Aaron etc) as i can and create a team of young amazing players to challenge for silverware. And this would be too easy and not-so-enjoyable with the likes of Chelsea, Barca, Milan etc.
So are there any midtable teams who offer you a decent amount of transfer funds when you get the job at the beginning?
Any suggestios will be appreciated.

Aston Villa can get up to 35 million by fiddling budget etc.

Thanks dudes. i am planning to play in Serie A
so i think i will choose Palermo because Fiorentina would be too easy, less challenging ..
