Not sure what your asking.

If you mean in-game, then just go to a countries league and click information to the left hand side (or right depending on what skin your using)...

Other than that...try FIFA and UEFA sites...

Well, rules such as the fact that you can sign a player 6 months before his contract ends but only for EU teams, Bosman ruling, what happens when a club that still owes you mmoney from a transfer goes bankrupt, how are compensation calculated when signing a young player, etc. I expected them to be in the manual, in fact, but I guess that would make a huge printed manual (which is in my opinion one of the best weapons against piracy, by the way...).
