you should be able to do it with man utd. they have a bigger transfer budget than cash so if you spent your whole budget on 1 player and before you have spent any offer max contracts to all players on the same day and it wont be long before you are totally broke!

just got them 100m into the red and 2m a week on wages. add to that the 5m a month paying back their debts it shouldnt be long before going into administration!
