That's not necessarily true. Here's a few examples from my current game:-

Key Things:-
1. Room to improve i.e. large difference between CA and PA when generated.
2. Playing time is crucial to physical attribute development. I find having them playing regularly for the reserves team as soon as they hit 17 is highly beneficial. After a couple of seasons of that try to send them out on loan.
3. The less injuries the better. Actually one serious injury lasting 6 months does more damage than cumulative 6 months worth of injury depending on how they happen.
4. Hidden mental attributes seem to have a huge bearing on how youngsters develop in FM 2008. Low ambition and low professionalism with the few youngsters I've had not reach their potential have been the common factors.
That's my theory on it from playing the game so others may disagree. If you have used the same techniques as me and they haven't developed then I don't know what to tell you.
