Having craftily extracted the correct files with notepad I've been experimenting with some mods for FM2008.
Here is what I've come up with:
1. 95x95 Mod http://img411.imageshack.us/my.php?image=doyle95jw7.jpg
This resizes any pictures to 95x95 and adds a grass background and border (as suggested by Ter) for that traditional look. Attributes are also moved around for that retro (well, last year) look. Obviously any 95x95 pics you have from the old game will work fine. The screenshot shows a cutout pic from the game with the added background and border.

Lets players use the numerous 140x180 facepacks around already whilst still supporting the default pictures that come with the game (as seen below)

Sounds a little daft (and it is) but actually looks cool (Luke Chadwick aside). Screen items have been moved around to allow massive 300x300 pictures. Default pictures are scaled by the game (as with Hayles above) but still look very reasonable. Players can add higher resolution pictures if they wish as shown below.

Installation...
The zip file contains 4 folders. First thing to do is to extract and copy the folder 'fm08mod' and place it in the 'skins' folder of the '...sports interactive/fm2008' folder in 'my documents'. Create one if there isn't one there.
Now pick which mod you want to use from the remaining folders in the zip file. Open the folder. Extract and copy any .xml files to the 'panels' folder in the fm08mod skin you just made. Extract and copy any whole FOLDERS to the 'graphics' folder of the fm08mod skin you just made.
Now start your game and chose the modified FM 2008 skin option (unticking skin cache etc as usual).
