I would like to know how to make the photo in B&W but only a small section is kept in color?

Copy the picture onto a new layer, go to Image>Adjustments>Desaturate.
Select the portion you want colored with the lasso tool and delete it, or use the eraser. The colored image underneath will then be visible.

Thanks, MsOz! 8)) Now I have another problem. I can't get a clean edge on the photo. I have really unsteady hand. ;\ Any advice?

Just use the Polygon Lasso Kit. It draws the lines for you. All you have to do is click your mouse where you want to lines to go.
