For the EPL, is there an official rule that states the maximum amount of years, a foreign youth, can sign a contract is 3 years?

dunno. i think not.
Maybe in the United States only. That's how they do after the NBA draft for example.
But maybe there is a rule, it's a way to protect young players who are trying to make a living but don't have much leverage.

I just would like to know if, i signed macauley chrisantus who is a free agent at the beginning of the game, i could loan him.

If i sign him now he would have to wait until 2008 to come to Paris, and i sure don't want him to be 1 year stopped.
