I have my team setting of passing on the far left, so that's as short passing as possible.

And I also have every player on my team set to hit long shots 'rarely'

but when the games starts there's still plenty of frequent occasions where long balls and long shots/clearances are made.

Could either of these be impacted by other stats? Maybe creative freedom?

yup creative freedom, poor decisions, lack of options to pass etc
