Yep I have Gattuso with almost same instruction as your hargreaves. And he still try shoots from outside the penalty area..maybe the match engine dont consider shoots just outside the area as "longshoots" ? or maybe we need to put hes creative freedom on 0?

Rarely means they will only shoot if they think that they have a really good chance of scoring from the shot to what I understand. Lowering his CF may help, as he will be less likely to look for that option. It depends what else is on for the player, if there are no advancing players and there is a chance he feels he could score, then he will take the shot. His decisions will play a big part in this.

Mate i don't think those instructions are very good for Hargreaves anyway. His talent is being completely wasted, its no surprise he only got a 6. You could be making so much more use of him...
