As for the effect... i didn't mean to suggest that the tute i have is an exact replica of that effect. But it's very simple to modify the look to have less streams of light.
Come on... i challenge yous to figure that out. It's not a hard equation, trust me.

This is a great time to learn about the "other" gradient fill style -- "Solid". It's within the editor, and the option is within the "Gradient Style:" menu. For this specific effect, try using all white (pull all the colour sliders to the right) and adding Transparency (the checkbox at the bottom right).
Adjust the "Roughness" slider too to dial in a good blend. And create the pattern you need (or close to it) by slapping that "Random" button a few times.

You then need to apply the gradient tool style called "Angle Gradient". Start the tool in the center and apply it outward.
See what you can do with that. [righton]
PS:
Phong's tute is on the right track. But you'll need to do that at least 2x. Once with medium thick lines/spaces, and once again with thinner lines/spaces. Then rotate one of them until you have a look you like. Which means too that you should apply the effect to a square doc, not a rectangluar one.
