I doubt that there'll be whole XI that can survive in the league atleast in the first season. You could buy some quality youngsters and they'll start coming good after a year or two. But some of the players under 1M who are all more than capable of playing and helping you survive in the league are:
CB : Samba (800K)
ST : Aaritalo (150K)
ST : Saivet (400K compensation)
AMC: Piatti (50K?)
AML: Wijnaldum (Compensation)
Besides these, you have guys like Merida, Barazite, Lansbury, Murphy all from Arsenal some of which can be available from less than 1M depending on your luck.
You can tell Hulk plays Arsenal. Such Arsenal bias. Being an ARsenal fan, I wouldn't argue. Unless you got good tactics, like hulk said, I'm not sure whether you can survive with cheap youngsters. I'm sure there are decent cheap players out there who'd be better suited for survival.

Not sure I'd like that though. I'd rather pay the 400K compensation and get him. I think every small/medium club should do the same and just pay the little compensation (I realise that its quite a lot of money for some clubs). But once he matures, his value will escalate alarmingly and some big club will come in for him sooner rather than later. He'll want out as well, being ambitious and all. Thats when the 50% sell on fee will really hurt. I try my best to never have a sell on if I can help it. Always comes back to haunt me. And whenever even I sell a player, I always try to put a sell on fee (especially of players 24 or younger).
