Nope you have to buy it, you can probably download a trial that will work for a month or so but thats it.

There are some trial versions of it on the Adobe site which you can use for a limited time/limited functionality I believe.

Other than that you could try and use The GIMP (google it) which is a totally free alternative, but I'm not sure how good it would be if you are using a template with photoshop action files, it might not support those. You can definitely easily make graphics with it though.

Get the GIMP, it's free... the others are muchly expensive.
