There's a README in almost every skin release which tells you how to install it.

If you simply searched the forums here, you would find many explanations...

You should put them right here.

cdocuments and settings\"your name"\my documents\sports interactive\football manager 2008\skins

Here's a pic of where I have put my Steklo skins.
