It depends on his overall skill as well. The thing is high creative freedom means making ad hoc decisions that will often be surprising but rarely practical.
Imagine Messi, Ronaldo, Ibrahimovic or Adriano making a dribble or shooting from a distance or narrow angle, when they are expected to pass.
You need player that is good at all attributes that affect personal plays - off the ball, dribbling, technique, long shots, finishing, creativity, flair (a must), pace and acceleration, agility. All of them are important.
On the other hand you do not need teamwork, work rate, positioning, etc. I would put Decisions in this list as well. The thing is you do not need the "right" decision from your Messi, you need the unexpected decision that Messi can make a goal. After all who would say that Maradona's dribble against England in 1986 was right decision? Everybody but only after the goal

So, my advice is not to give high CF to a player just because he has high flair, decisions or creativity. Give him high CF because of great overall skills. A poor player with high Flair will try to make the unexpected but should you encourage him?
