Background texture
To get this kind of tile, you can take a pice of paper withsquared lines on it, and fill in squares to you see your pattern emerging. Then see how many squares you need horizontally and vertically, and create a new doc of this pixel size.
Blow it up as large as your screen allows, and take the selection tool, set to add to selection in the toolbar. Select the squares (pixels) that are in one colour on your drawing, and save this selection (comes in handy later). Fill the selection with a colour you prefer, invert the selection, and fill with the other colour you fancy.
Save for web as gif, and yes; two colours are enough. Makes it very small.
It can be, to get the size of the pattern you want that you have to use more than one pixel to get the effect.
Just experiment a bit.
When you want to change colours, just re-activate the selection and off you go.
