Might be due to a known bug where too many penalties are missed. Check the later posts in the known issues sticky in the bugs forum, there is a link to that thread.
Training hardly improves your penalty taking effectively, you can get someone from 12 to 13, but that does not make a huge difference. Unless of course your taker is under 24 and will naturally progess year after year, then his penalty stats may improve a lot naturally.
