Fair enough if they are a starting player and you can't offer much higher wages but it really annoys me when you offer 3-4 times their actually wage and maxed out incentives and they turn you down (epsically if they are a fringe player)

Use player interation and praise them once in a while and of course give a high sign on fee and high yearly wage rise. if ur a small club, a release clause is useful.
