cutting out long balls completely
i have my passing style set to the shortest possible, and my attacking mentality is set to normal and creative freedom is also set in the middle yet my players still make long balls frequently in the game, any solutions?

Ok, for starters which team are you and what formation are you playing?
What's the mentalities of ALL of your players?

I would think the passing setting would be more important than mentality? Even then, you will never get a team playing only short passes, even the real life Arsenal play some direct/long balls..

Your players still need time to find the short passing option. Try slowest tempo.

Well I wouldn't go for a low of high time wasting to be honest. A low one would resulted in hurried play which obviously leads to mistakes being made and setting it high would result in the player on the ball holding onto it and pressure being put upon him leading to the problem you are having now.
Go for mixed, just leave it dead centre, you'll not go wrong.
