Default CA and PA - someone explain?

Can someone please expain what CA and PA exactly is and what the numbers mean.... much appreciated.

I downloaded a program called miniscout because someone recommended it to me on this forum, and im confused what CA and PA is like aaron has pa 176 while saivet has pa 184 and both considereed -10???

me confused, please someone explain.... thanks

PA -10 means the player will have a PA of a number between 170 and 200
