Within this tutorial I'll show you how to transform this into this.
To begin you need to open up your image into a new document.
Go to Layer > New adjustment layer > Hue/Saturation and use these settings. Remember to check colorize!
Ok, we have this so far. I resized the image for the purpose of the tutorial.
Click on the layer with your image and then create a new layer. This creates a layer above your image. Fill this layer with pure white.
Go to Filter > Texture > Grain and use these settings Make sure the grain type is VERTICAL!!
Put the layers blending mode to multiply
So far I have this:
Lets randomize the lines a little. Add a layer mask to the grain. Make sure you set your foreground color as black and your background color as white by hitting the "d" key. Go to Filer>Render>Clouds and then hit Ctrl + F to repeat the filter.
Create a new layer above everything and then go to Edit > Fill and choose 50% Gray.
Then, from the filter menu choose Noise > Add noise, turn on the Monochromatic checkbox and use a low setting. I used 8.
Change the blending mode of this to hard light and change the opacity to suite yourself. I Used 40% opacity.
And there you have it, your new old photo!
This can also work on some sigs
