I have seen this digital picture online that was given an oil brush effect.(using Corel Painter 7) Could someone help jumpstart me in the right direction of achieving similiar results with Photoshop??

Basically, no. That effect, and a few others like it is one of the main reasons Painter is able to carve a very unique niche out of the Digital Art market.

You could try making a custom brush, and clone onto a new layer, and then use Layer styles for a bevel effect, but it will still look second rate next to Painter...
