My friend wants to make a website/forum. He wants it to be about sports. Do you know where he could get a free vBulletin or IPB forum ? But I can help him with the forum stuff but he also wants a homepage soon thing like you guys have do you think any of you could help ?

Forum Details

I'm afraid you can't get a vBulletin or IPB forum for free. Both require payment. He may be able to find a ripped download somewhere, but I really don't suggest he does that.

However, he can get a Invisionfree or IPBfree forum for nothing. Check out:

invisionfree.com
ipbfree.com

The problems with these, is that you can't host in on your own server - instead it gets hosted on the InvisionFree/IPBfree server. Also, the forums come with ads which you have to pay to get rid of.

Still, they should do the job perfectly well.

Homepage Details

Intro/Splash page
PHP Content Management system, making it easy for admins to add site/forum/sporting news
A PHP Gallery, for all the best artwork and pre cuts/psd's
