I immediately downloaded the AutoFX Mosaic plug-in. I was wondering, though if WarmingTheCurb could describe what he wants to do specifically. I've heard the term mosaic used to describe a number of different effects from trying to recreate the look of a traditional material mosaic to an image made of a zillion small images.
For example, within Photoshop itself is a filter Filter > Texture > Mosaic Tiles. Then there is Filter > Stylize > Tiles. Or perhaps Filter > Pixellate > Mosaic.
Each of them and some others do a sort of mosaic effect.
