Apparently it's done on some kind of points system, and Totti's goals were worth more anyway. By the system they use he actually finished two points ahead of RvN apparently. Not really sure what happens if two players in the same league are level, or if the points total is equal either.

This is just a guess but

I think if two players who are in the same level of goals the player who played in the better league would win the award because earlier in the season someone was talking about if Kris(tine) Boyd and Freddy Kanoute were level but if they finished level Kanoute would get the award because he plays in a better league.
