why would designers tell their secrets to you ? maybe they have worked months to achieve those effects and then they must tell you, I swear no one will tell you here.

first one uses a layer with pattern overlay and some lower opacity, but i'm not sure you'll find exactly the same pattern. You can search on devianart for more. A similar result can be achived with texturise effect.
I'm not sure about the second. I think it's a stock picture with water splashes over the whole thing, erasing the parts over the faces.
