Those t-shirts were cut with the pen tool and duplicated in another layer. The bottom layer was given a Sepia Effect. Those rays may be made with smudge tool with very small strength (in a different layer of course).I think there's another layer with some brush lines witch have been applied an Ocean Ripple. That layer's blending mode is multiply or hard light.
And some contrast adjustment.
