You can make a "3D" picture of anything you can draw in Photoshop, but past an image of a 3d scence, no. To an extent, as the old saying goes, "you can't get there from here."

Photoshop is not a 3D app, it is a 2D photo editor program. You can manipulate 3 parallelogram shapes to simulate the appearance of a cube, but you cannot rotate it to see the back three sides.

As for the illusion, it's a matter of being able to draw a cube, and being able to take 3 squares and the Transform>Skew tool to adapt them to the side of cube you are trying to create.

That's an interesting structure in the picture. I looks as though it could be a prefab sleeping loft (and a neat concept too!).

Probably the easiest 3D software to draw such an architectural image would be SketchUp. http://www.sketchup.com/ It's been a while since I used the demo but most likely you can export from this or any CAD program in a format which Photoshop can interpret.
