How about trying a Selective Color Adjustment Layer on a selection of the hair? When the Selective Color Options dialog comes up, choose White or Black from the colors dropdown menu and choose the Absolute setting rather than the relative. Then manipulate the color with the sliders.
I'm not positive it would work, but I'd give it a test.
oh bythe way the hair must be black... it works with dark brown with the methods suggested above...

Just found out... i was because I was using a bad picture...
I found that if the picture is too dark to can't change it... you need to have a pretty good picture, there should be some reflection of white.. it makes it easier....
and there are many ways to change the colour...
simply changing the levels... using the individual red, blue , and green will give you different results...
hue/saturation is good as well, of course there is gradient as well for different colours.
trying many options... pretty cool I think...
