I am not exactly new to PS but I am having trouble figuring out the batch feature. I want to convert about 200 jpegs to gif format.. how do i do that?

May I ask why?jpg is lossy, meaning it is not a good file to start from yet has 16million colours, and gif is limited to 256 colours.
You won't get any good quality I suppose...

Are you on mac or pc? (on pc you might consider Irfanview)

I need .gif for a photomosaic program that only allows gifs.

you will have to record your action and save it as an .atn before you can go ahead with batches........ once this is done, go to file and find the batch from there you only have to select the folder of where to gather from and then where to save to........ from memory I don't have PS open right now
