I'd like to know how people implement these 'light sources' I see so often on this site. Any help?

Nice,but there's too much smart blur obviously,it's nice as an idea,but it looks unfinished.It's good if these random shapes in the background have some sense in them,like that they look just slapped and doing nothing.You can put some pictures in them,blend stadiums and shit.
The Lighting sources are mostly done with the Dodge tool.
