FIRST OFF: Welcome to the forum!!

What kind of answer do you want? How about this:
1. File-->New
2. Filter-->Render-->Clouds.....?

NO. First go to Art School, or spend A LOT of time practicing with paints and colors either traditionally or digitally. Develop a style over a couple years. Find other artists that inspire you(this site is a GREAT start). Also develop a passion for art. Read about the classic artists, and time periods...OR FIND YOUR OWN WAY...there are just about a million paths to becoming an artist that could make works like these. But I think everyone would agree that it is long and you must stay dedicated, both to the technique and the vision that art demands.(and you will find plenty of answers in the Technique department RIGHT HERE!! [excited] )

There is no quick way to create beatiful art in Photoshop, or else there would be no artists, just Photoshop.

There are people in this forum who can tell you how to create certain effects that are in these paintings ie the cracked plaster look, but no one but yourself can CREATE art.

I hope I haven't been presumptious or cold-hearted in my reply, but there is no "Filter-->Create work of art" filter(and i hope there never is). I wish you the best in your endeavors!!!

If you are new to Photoshop, start of by doing Mark's tutorials.

That is the best place to start, and practise practise practise.

And of course join in with the rest of us and post some of your work so we can all help.
