I had a look but don't appear to have that one on my system. Which suggests it is from a third-party plugin.
Try un-installing whatever plugin you have, and then re-installing them to see which one is causing the problem.

Just type it into google, and you get a list of sites that have those dll's. Yet beware as there are many porn and warez sites amongst these.

The file is an Adobe file.
It's for example part of the instalation of Adobe Photo Deluxe 2 and Photoshop 5.0 LE. Reinstall the related Photoshop software and the file should retutn. You can also try to find it on your Adobe disc(s).
