There's a better way Lol.
Go Filter > Stylize > Diffuse
Set the Settings to Anisotropic.
Then go Sharpen > UnSharp Mask and piss around with the settings til you get something you like.
Then you can Lasso/Pen tool bits out, with using Ctrl U to lighten it or darken it
I use it and it's great
