Ask a teacher at your school(figuring you go to school) and ask to do an independent study. Thats what I'm going to start.

Exactly the same as you got into Football Graphics. Start designing your portfolio, for example, and then look other sites, get inspiration, develope you idea, create a new one with your own concept and i'm sure that you will get good results.
Obviously practice a loooooot, cause as all we know nobody can't make a TemplateMonster quality template in his first try.

But the best way in my opinion is to spend at least a month if youa re a beginner. It will surley help because in a month, you can make some good imporvements as well.

For me, in web design, what you see is what you get, it's fairly easy once you get the hang of it. Drag lines or 'guides' from rulers to line everything up, it always looks more professional when everything is just so. Try subtle gradients if you think the background is too simple, but at the same time, you've got to be good to make anything that is complex in web design. Contrast looks good, dark grey against white etc. Try and get a flow going as well. Something thats easy to navigate and makes life easier for your target audience.
To start with think simple. Get the typography right and the layout first before adding the real sparkly stuff.
For inspiration check out deviantart for sure, the new Audi R8 site is very swish, also try http://kwaku.54.pl and http://www.artsofthemonth.com when it's up, that will be a very good looking site.
Hope this helps a bit, even if it's a tad confusing.

Well yes. but start with some designs first
learning basic html is always a good start. You can make a really classy webpage just using photoshop,imageready, and basic html
look at some slicing tutorials, including rollovers
