... you could try this (it works but I might have misunderstood your question) ...
make a new layer (call it square)>make rectangle using rectangular marquee tool>edit>fill (any colour)>deselect>edit>rotate (either by the 'grab handles' or use the top menu bar) .. after you have ok'd (ticked) the rotate put your cursor on the thumbnail pic of the layer named square (in your layers pallette) then holdown the Control key (on keyboard) and left click on your mouse (this will select your square - it will have the marching ants around it) ... now go to select>modify>expand (expand by 1 pixel) then hit delete key on keyboard ....... you can now move the angled rectangle around to suit your needs .. but you can't rotate it (to change the angle)unless you first fill the rectangle with a colour .. hope this helps

Richt click on the area that you have selected and choose Transform Selection or go to the menu and go to Select/Transform Selection.

You can then move the corner handles or type in a new value in the option bar (see attachment)

Make your marquee selection.

From the main menu go to: Select > Transform Selection.

You can scale and rotate the selection.

If you want further options, carry on to: Edit > Transform > Skew/ Distort/ Perspective.

... hmmn .. this could get confusing for WarmingTheCurb .... the reason I posted my very looonnngg version was I assumed that WarmingTheCurb wanted to 'cut a straight edge' at an angle .... when I use Gaussians and Rantin Al's method it cuts when I rotate .. or should I have something switched off??? ... refer pic below

Ian Make the selection on a blank layer first and do the transformations.

Then fill with colour/ texture/ gradient.

This method only transforms the Selection not the Selected Area.

See some of Marks 'Plastic Button Tutorials' for practical uses.

The reason for distorting the selection first is to prevent distorting the fill, as when using the perspective distort.

If you have a rectangle with a pattern fill, the pattern would be distorted by the perspective distort.

Hope that clears some of the confusion. [confused] :B

Gaussian You are right, I was jumping too far ahead thinking of the button tutorial where effects have to be added. But both ways are OK, just depends on the situation

Usually I always work on separate layer and eventually merge.
Just one of my habits.

Ian I think you are going straight to Edit > Transform, and missing the Select > Transform Selection.
