New doc, whatever dimensions.
Default colours with 'd' just to make sure.
Clouds/Difference Clouds to taste.
Give it some Gaussain Blur.
Adjustment Layer > Posterize set to 3.
New layer.
Clouds/Difference Clouds to taste.
Give it some Gauss.
Set Blending mode to Difference.
Ad-Layer > Posterize also set to 3.

That should give you a good start.

edit:
Attached a real quick fiddle using the above as a starting point.
If you toss some Curves in there on either of the Clouds/Difference Clouds layers, you can very easily get a variety of styles.

Great technique Stroker!! [righton] [bustagut] It worked really well. It seems that this technique would also be good for making your own Rorshach ink blots! [bustagut] [confused] Here's my go at it.
Another thing. I completely agree with Gaussian. Forget 3rd party filters, they're cheap (in effect) and they don't do you much good. Unless you're talking about complex masking filters like KnockOut. Those have professional applications for cutting down masking time, which as we all know, takes for friggin ever. [bustagut] [upset] .......ok...
