lol that block pattern is the default bg, if you go to file new and you put in what size you want and you go to background contents and scrolll down to transparent and the blocks will be the bg, and then the person that made those sigs just did there work over them and left those certain spots open

There's a better way of doing things, and i'm not sure what ajb5 is saying will work - because when you save it as a jpeg, it will fill the pattern with the matte colour (by default : white), if you save it as a PNG, it will save it as transparency, not as the pattern you see on screen.
If you want the pattern, then you'll have to define it. First create a new canvas, a square canvas, fill the top left and bottom right corners with grey/black and then go to edit -> define pattern.
Now, you can apply it by first selecting the part you want the pattern to be filled in, hitting Shift+delete on your keyboard and selecting the pattern you defined.

Or a better way to do is screen print the page of an transparent canvas, paste into PS and just use the marquee tool to extract it and put it on the Graphic.
