Is there a brush or something that gives you the look of film, with the reel of film on the sides of the picture?

HiWarminTheCurb, welcome to the forum.

To make the look of the film you need to select earser tool,set the brush size, with the spacing,and hardness 100%.
Click in the upper corner and hold the shift key down and click below the lower corner.
Voila!

Halfway down the page. Plus there's another "film" one to the left of it.
