I don't exactly remember what I did on the render. I smart blurred the original picture. Then I duplicated that layer like 4 times. I desaturated like 2 layers or so and had some overlay layers mixed with lighten layers or something. I smart blur first basically, then duplicate and play around with the blending modes.
