I was wondering where I can find a link or tutorial of how to make web templates in PS. You know, so I can structure my design and not have to use these horrible frames. }

Creating a Web page design in PS is fairly straight forward. I'm sure by now you're familiar with what a Web site looks like as far as design and layout are concerned, right? Well... just create that type of design/layout visually in PS, then apply the slicing tool to separate each area into its respective parts. PS will create a html table layout for you automatically; when you save using the "Save for Web..." function.
If you have any specific questions about using the slice and html creation tools, just ask.
here is a very quick ps template that I threw together for someone else,
look at it and you will see as Mark said it is just a picture or drawing set out in ps then sliced up..... as this had a couple of roll overs it was turned over to IR but if you look at the sets and the image it just might help you understand
any image you do in ps is a template........ slice it up and you can use it for a web page...... [righton]

Wait...
A good tip for ya... break that splash page image into smaller pieces. Make the animated parts their own image. Right now the entire image is 200+kb. That's way too big, especially for just one image. Under optimal internet circumstances... that's a 40+ second wait for a 56k user. [saywhat] And that's just to "see" your "front door"... never mind getting into the actual site.
Break it into 3 pieces -- top ani saved as Gif, middle section saved as Jpg @ med compression, bottom ani saved as Gif. See if that helps get that file size down. :B
