Depends on what you exactly mean by "cartoonish". Combinations of settings while running filter >artistic > cutout and then blurring and noise>median can give you a cell shaded look. Depends on the style you want and the original you are working with.
Maybe posting some examples would be helpful so we can get a better idea of what you are trying to do.

Yeah, I agree it does depend on the style you are looking for. There are a few filters in PS that can do a certain cartoonish style.
May not be what you are looking for, it is very blocky but try filters>artistic>cutout

It's not so much the subject of the picture, when I said that it has to do with what you're doing it do, I was more talking about the lighting and contrast of the picture. That's why it's kind of a case by case basis.
Try things like the cutout filter, try doing a gaussian blur and then posterizing. Try duplicating the layer and doing a median filter on the image then super impose at reduced opacity another layer based on the luminocity channel of an L*a*b image to bring back the details. It's mostly experimentation.
What you're trying to do is flatten out the gradiation between tones. Cartoons often are simply filled with one color rather than subtle gradiations in color. So if you want to make an image look cell shaded, you want to get rid of those gradual tone shifts. Posterize and cutout do just that, it's just that they might not give you the exact effect you want, so you'll have to fine tune it.

Looking good, Even if it's not the exact effect you wanted, it still loks cartoony.

Hi Bobzworld!
"Poster Edge" is a good filter for this sort of thing.... once you've got your rough picture, you can colourise (simplify) the extra shading.
Here's an example to the extreme (with no tweaking)...
