I guess the best way, is to firstly make a normal shirt in kinda vector style, than just add some thing, like for example stripes, logos, sponsors etc.

Find a good template, then work your way from there and using the pen tool and the colour bucket.

There are other styles too.The one Slovenia used is called Creased.
