Default some filters not available?
For some reason(probably an obvious one to most), the artistic,brush,sketch,texture and video filters are not available. Why who this be. they were before. [stuned]

it could be that you've gotten out of RBG mode... in CMYK and other modes all the filters aren't available...

go to Image -> mode -> RBG and you should be able to do all the filters...

thats the only reason that comes to mind...
