how do you make borders like this ?

does anybody know how to make borders like this ?

1. Create a new layer
2. Press Ctrl+A
3. Go to Edit -> Stroke
4. Choose Width 1 px, Color black,
5. Than go to Select -> Load Selection, then OK, after that press Ctrl+Shift+I and create a new layer
6. Go to Edit -> Stroke
7. Choose width 1 px, Color white,

Or simply create 2 px border with color White, and after that create a border with 1 px color black with location Inside

I think thats it
